​CONCLUSION BASED ON FINDINGS

A dedicated Basic Services Development Programme initiated in 1994 is eradicating the historical backlogs according to specific targets:

 

  • All people in South Africa having access to a functioning basic water supply facility by 2014

  • All people in South Africa having access to a functioning basic sanitation facility by 2014

Lukhanji Local Municipality is a rural municipality, previously in a homeland area. According to the study, while the direction of delivery has not been in a straight line Lukhanji has performed very well with regards to providing water and sanitation services to households in the period 2005-2012. With only 9% of households currently not serviced with any adequate basic forms of water supply as per the RDP standards, the target date of 2014 to eradicate backlogs should be met. Sanitation still faces a backlog but with the 3% increase in sanitation connections every year, the municipality is working to bridge the backlog.
